The Haryana government updated its Excise Policy 2023-24 on May 9, 2023, allowing corporations to consume liquor at work to an allowed level.
The revised Excise Policy 2023-24, which included the intent of liquor policy, permits corporate offices to own and consume low-alcohol content liquor such as beer and wine at the workplace beginning June 12, 2023.
On May 9, 2023, the Haryana Council of Ministers approved the New Haryana Excise Policy 2023-24.
The Key Content of the permissible Liquor Consumption at workplace:
- The new liquor policy will be applied in business offices with 5,000 or more employees.
- To consume/serve low-content alcoholic beverages, the consumer must have a license (L-10F).
- The policy only applied to workplaces with a minimum covered space of one lakh square feet in a single location.
- Corporate offices should have a minimum canteen or cafe area of 2,000 square feet.
- Annual license fee for low-content alcoholic beverages served at work: 10 lakh
- In addition to the license price, a security deposit of 3 lakh is required.
According to the notification, “a corporate with a minimum covered area of one lakh square feet in a single premise, which may be self-owned/leased, and having at least 5000 employees shall be allowed the license in form L-10F for possession and consumption of low alcohol content drinks (i.e. RTB, Beer, Wine) by their employees on premises.”
“The minimum area of canteen/eatery, where the license in form L-10F may be granted in such corporate office, must not be less than two thousand square feet,” the document stated.
Pros & Cons of the permissible uses of liquor at workplace
- The policy can become a game changer in corporate work culture?
- The policy can assist corporations in starting a business in the alcohol industry, such as wine tasting, cocktail manufacturing, and beer tasting.
- The policy, will create a high level perspective during the client/customer meeting at the workplace.
- A way to unwind and socialize with coworkers.
- Build relationships and create a more positive work environment for a time.
- The premises must maintain effective monitoring and control over the policy’s application.
- Alcohol use should be restricted under the policy.
- If the employer has introduced alcohol consumption, the drivers must be designated if there is excessive alcohol consumption.
However, the new excise policy combines revenue creation for the state with workplace liquor usage.
The idea may be possible for conditioned corporations, but it will not improve the employee-employer relationship at work.
