The Delhi government has instructed Delhi government offices to implement an online POSH reporting system to facilitate transparent sexual harassment case redress.


According to Chief Secretary Naresh Kumar’s directives, all complaints of sexual harassment within the Delhi government must henceforth be filed online, rather than on paper, within a week to maintain openness.


Following complaints of sexual harassment against a suspended deputy director, WCD Premoday Khakha, who allegedly raped a minor in his care at his home, WCD Minister Atishi requested the establishment of a system to strengthen Internal Complaints Committees (ICCs) and identify officers with a history of sexual harassment complaints against them.

 

Following this, the CS directed that members of ICCs be instructed on how to handle sexual harassment allegations. The Special Director, Union Territories Civil Services (UTCS), has been tasked with organizing training sessions for ICC members within a month.

 

Officials stated that training has not yet begun, but UTCS has been providing sexual harassment training for a long period.


“UTCS conducts POSH (Prevention of Sexual Harassment at Workplace) Act training at least once a month, which is open to all government employees.” “On October 6, special training for ICC members was held, with 260 participants,” said an official.

 

According to K Mahesh, Special Director, Training, UTCS, workplace sexual harassment training is a key priority because it involves the safety and security of female employees.

 

Every year, we provide our yearly training calendar to all departments, followed by circulars to delegate participants and members of the Internal Sexual Harassment Committee. In the last six months, UTCS organized 14 programs that trained 483 people.”

 

The next training is scheduled for November. A three-member team, comprised of three senior female bureaucrats, has also been formed to assess the operations of all ICCs and report any deficiencies.
