Uttar Pradesh Positions Itself as India’s Emerging Hub of Skilled Manpower

Gorakhpur, Dec 10 : In a significant push toward skill development and industrial readiness, Chief Minister Yogi Adityanath on Tuesday inaugurated a newly constructed Government Industrial Training Institute (ITI) in Narkattha, Piprauli block of Gorakhpur. The institute, built with ₹18 crore from the Corporate Social Responsibility (CSR) funds of Power Grid Corporation of India, is expected to play a pivotal role in shaping Uttar Pradesh’s youth into globally competitive professionals.

Addressing a large gathering at the inauguration, Adityanath declared that Uttar Pradesh is the “youngest state in the country,” with nearly 55–60 percent of its population in the working-age group. He emphasized that this demographic strength must be transformed into skilled capacity to ensure both economic growth and social empowerment. “By expanding access to high-quality training, the state is moving toward becoming a leading hub of skilled human resources for India and the world,” he said.

The Chief Minister underscored the government’s focus on aligning vocational training with industrial needs. He highlighted that advanced training is already being imparted through the National Institute of Electronics and Information Technology (NIELIT) centre in the Gorakhpur Industrial Development Authority (GIDA) region, where campus recruitment is enabling local youth to secure placements in emerging industries.

The newly inaugurated ITI, along with others established by Power Grid, will offer training in demand-driven trades, ensuring that graduates are equipped with skills relevant to the evolving job market. “Our goal is not just to train youth but to make them employable in industries that are expanding rapidly in Uttar Pradesh and beyond,” Adityanath remarked.

One of the highlights of the Chief Minister’s address was the state’s collaboration with Tata Technologies to upgrade more than 150 ITIs with cutting-edge infrastructure. These institutes are being modernized to provide training in advanced fields such as:

  • Electric vehicles
  • Advanced CNC machines
  • Industrial Internet of Things (IIoT)
  • Industrial robotics
  • Digital manufacturing
  • 3D printing

In addition to long-term programs, short-term courses are being introduced to meet immediate industry demands. These include training in electric vehicle maintenance, water distribution systems, automatic welding machines, and automated manufacturing processes.

Adityanath stressed that while unskilled youth often struggle with low wages, skilled professionals command significantly better remuneration. “Skill is the key to dignity of labor and prosperity. Our youth must be empowered to earn not just livelihoods but respect,” he said.

The Chief Minister noted that trained youth from Uttar Pradesh are increasingly in demand overseas, particularly in countries like Germany and Japan. He emphasized that providing technical and language training will not only benefit the youth but also strengthen India’s position as a global supplier of skilled manpower. “Our youth are our ambassadors. Their success abroad reflects the strength of Uttar Pradesh and India,” he added.

Adityanath highlighted the rapid industrial development taking place in regions such as GIDA and Dhuriyapar. Over the past eight years, GIDA alone has attracted investments worth ₹12,000–15,000 crore, directly employing nearly 50,000 youth. He pointed out that facilities once confined to urban areas, such as marriage halls, are now emerging in villages across Dakshinanchal, signaling that development is reaching the grassroots.

Quoting Pandit Deendayal Upadhyaya, the Chief Minister reminded the audience that true economic progress is measured not by grand buildings but by the extent to which development reaches the last person in society. “Our commitment is to ensure that no youth is left behind. Employment for every young person is the promise of the double-engine government,” he said, referring to the combined efforts of the state and central administrations.

The Chief Minister also drew attention to innovative approaches in agriculture and environmental sustainability. He cited the example of crop residue, which was once considered waste and burned after harvesting, leading to reduced soil fertility and environmental pollution. Today, crop residue has become a source of income, thanks to initiatives like the compressed biogas plant set up by Indian Oil in Dhuriyapar. Farmers are now paid for supplying crop residue, creating a win-win situation that benefits both the environment and rural incomes.

“This is the kind of transformation we envision—where waste becomes wealth, and farmers become partners in sustainable development,” Adityanath said.

Responding to a request from Fisheries Minister Dr. Sanjay Nishad, the Chief Minister announced that fisheries education will receive a major boost in the region. The Agriculture and Technology University at the Mahaparinirvana site of Mahatma Buddha in Kushinagar, along with the Veterinary Medical College under construction in Gorakhpur, will serve as key centers for advanced fisheries training.

“The veterinary college will not only cater to animal health but also become a hub for fisheries education, ensuring that our youth can tap into opportunities in aquaculture and allied industries,” Adityanath explained.

Throughout his address, the Chief Minister reiterated that ensuring employment for every youth remains a cornerstone of his government’s agenda. He credited the Power Grid Corporation for its CSR investment in ITIs, which he said complements the government’s broader mission of industrial expansion and skill development.

Adityanath emphasized that the state’s industrial policies are designed to attract investment, create jobs, and foster entrepreneurship. “The double-engine government is committed to turning Uttar Pradesh into a growth engine for India. Our youth are the drivers of this transformation,” he said.

The Chief Minister’s speech also touched upon the social changes accompanying economic development. He noted that infrastructure such as marriage halls, once a symbol of urban prosperity, is now appearing in rural areas, reflecting the spread of modern amenities to villages. This, he said, is evidence that development is not confined to cities but is reaching the grassroots.

He urged the audience to view development not merely in terms of physical infrastructure but as a holistic process that uplifts communities, empowers individuals, and creates opportunities for all.

The inauguration of the Government ITI in Gorakhpur marks another milestone in Uttar Pradesh’s journey toward becoming a hub of skilled manpower. With strategic collaborations, modernized training facilities, and a focus on both local and global employment opportunities, the state is positioning itself as a leader in vocational education and industrial growth.

Adityanath’s vision reflects a broader narrative of transformation—where demographic strength is harnessed through skill development, industrial expansion is balanced with sustainability, and grassroots communities are empowered through inclusive growth. As Uttar Pradesh continues to attract investment and create jobs, the state’s youth stand at the forefront of India’s march toward becoming a global powerhouse of skilled human resources. For further insights into the evolving workplace paradigm, visit
