On February 16, 2024, trade unions and government employees in Haryana will participate in the nationwide “Bharat Bandh” demonstration. Together with farmers, they are pressuring for reforms like restoring the previous pension plan, establishing an eighth pay commission, increasing the number of full-time staff members, and permanentizing temporary employment.

Workers’ dissatisfaction with the current pension system is one of the reasons behind the protest. Government workers received a pension payment each month prior to December 2003 that was equivalent to half of their final salary. However, as of January 1, 2004, employees are required to contribute a portion of their salary to a pension fund and get a single lump sum payment upon retirement under the new pension system (NPS).

Leading trade unions are driving the decision to participate in the protest, including the United Trade Union Congress (UTUC), Hind Majdoor Sabha (HMS), All India Trade Union Congress (AITUC), and Centre for Indian Trade Union (CITU) Haryana.

They are mobilizing support for the Gramin Bharat Bandh alongside farm unions and the Samyukta Kisan Sabha (SKS).

Sarv Karmchari Sangh, the union of government employees, has now also chosen to affiliate with them.

Employees of Haryana Roadways declared last week that they would participate in the protest. The demonstration, according to Haryana Roadways Employee Sanjha Morcha, will be organized in opposition to the government’s alleged “indifferent attitude” toward their requests. They have demanded a pay increase, the reinstatement of the previous pension plan, and the removal of new legal clauses pertaining to hit-and-run incidents in the Bharatiya Nyay Sanhita.

Employees of the state government also demand improvements. Instead, they want to hold regular recruiting drives and disband the Haryana Kaushal Rozgar Nigam. They are also worried about the compensation of temporary employees and job security.
