According to a statement from the labour ministry, the decision was made at the 193rd meeting of ESIC, which was chaired by Union Minister Bhupender Yadav.
According to the proposal adopted by the ESIC, if an insured worker had been employed for at least five years prior to their voluntary retirement or superannuation and left the ESI Scheme owing to exceeding the wage ceiling, they would be eligible for medical benefits
Under the new system, those who were employed for at least five years after April 1, 2012, and who voluntarily retired or superannuated on or after April 1, 2017, with earnings up to Rs 30,000 per month, will receive benefits.
In order to enhance the service delivery system in North-Eastern states and align with the government’s Act East Policy, the ESIC loosened the regulations governing the development of dispensaries, medical facilities, regional and sub-regional offices, and medical infrastructure in these states, including Sikkim.
During the conference, a new policy on AYUSH 2023 in ESIC institutions was adopted with the aim of promoting the overall well-being of ESI beneficiaries. The policy describes in detail how AYUSH, Kshara Sutra, and Panchkarma facilities are set up in ESIC hospitals.
Approval for the purchase of land for the construction of 100-bed hospitals in Udupi, Karnataka; Idukki, Kerala; and a 150-bed hospital in Malerkotla, Punjab, was also granted during the meeting with the aim of bolstering the medical care infrastructure.
The deadline for non-IPs (insured individuals) to utilize ESI healthcare services for “nil” user rates has been extended to March 31, 2025, at ESIC medical colleges and hospitals located in Alwar, Rajasthan, and Bihta, Bihar.
During the meeting, the ESIC adopted the Revised Estimates 2023–24, Budget Estimates 2024–25, and Performance Budget 2024–25.

He went on to say that more should constantly be done to increase the scope and amount of efforts to provide social security payments to the nation’s most vulnerable workers.
